TITLE: Exceptional Children’s Case Teacher
FLSA STATUS: Exempt
QUALIFICATIONS:
BS/BA degree from accredited institution. License in area of Special Education. Three or more years experience as an EC teacher (preferred). Specialized training in compliance, regulations, and special education law. Writing and speaking skills. Understanding of instructional implications of test data. Exemplary leadership and interpersonal skills. Exemplary organizational skills. Computer/typing skills.

DUTIES AND RESPONSIBILITIES:
- Serves as contact person when questions arise regarding EC referrals/issues.
- Performs EC data management responsibilities by completing data entries in a timely manner following IEP meetings and updating computer-based information.
- Receives initial referrals from SST and checks for accuracy to ensure all required components are completed and begins referral/evaluation process while adhering to 90-day timeline.
- Monitors all referrals to completion including initial and reevaluation (in-state and out-of-state transfers).
- Coordinates with related service personnel, school psychologists, outside agencies as needed, Instructional specialists, and EC Compliance Monitors.
- Receives completed evaluation packets from school psychologists and related service personnel and schedules interpretative conference immediately once all assessments are completed.
- Confers with principal on status of cases on a scheduled basis.
- Coordinates/Monitors scheduling of IEP meetings. Ensures that all required IEP team members have been invited. Ensures DEC Due Process has been mailed and second notice provided.
- Coordinates and/or facilitates all initial referral, reevaluation, and manifestation determination IEP meetings.
- Attends annual review meetings by request from school personnel. Otherwise, EC teachers within the school will hold all annual review IEP meetings.
- Ensures completion of IEP draft/ monitors draft for compliance. Communicates noted deficits to responsible team member for correction.
- Reviews completed paperwork from IEP team meeting for compliance and ensures errors are corrected immediately.
- Makes arrangements for transition to separate continuum placements and coordinates transportation when needed.
- Ensures that minutes of IEP meetings are recorded and maintained in the EC folder.
- Performs final compliance check on all IEP paperwork then close/verify all forms in CECAS.
- Monitors all IEP evaluations and ensures schedules/procedures are being maintained.
- Ensures completion of quarterly progress reports, ensures that reports are attached to IEP’s, and copies are sent home.
Ensures IEP team meetings are held and completed in a timely manner for the
following:
- Referral Review, Eligibility Determination, Initial and/or Reevaluation, Monitor for appropriateness of eligibility
- Development of IEP- Initial and Reevaluation
- Annual Review
- Any review of IEP
- Addendum
- Manifestation Determination
- Functional Behavioral Assessment and Behavior Intervention Plan
- Change in Continuum
- Addition/Deletion of Related Services
- Maintains IEP Logs (Initials/Reevaluations/Annual Reviews).
- Collaborates with monitors on issues, procedures and guidelines, and follows through with corrective action as needed
- Sends completed data entry forms to EC data manager immediately following IEP team meetings.
- Maintains copies of EC Data Forms.
- Maintains accurate EC headcount roster(s) and turns in verified roster(s) for compliance on designated due date.
- Conducts staff development regarding procedures and guidelines at school site.
- Serves as liaison to interpret parent rights and mediate parent concerns and conflicts.
- Confers regularly with principals, specialists, directors, supervisors, and senior administrators on matters related to EC.
- Attends all Case Teacher staff development activities.
- Attends computer training as designated by EC requirements and maintains necessary computer skills.
- Sends out requested EC information in a timely manner.

PHYSICAL REQUIREMENTS:
Possess the visual acuity to work with data and figures, operate a computer, do extensive reading and prepare and present written and oral reports and statistical data.
Must have finger dexterity and be able to physically perform the basic life operational functions of kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
